CHALLENGES AND RISKS IN OUTSOURCING GOVERNMENT FUNCTIONS

The outsourcing of government functions to external contractors is a key part of modernization and optimization processes in public administration. The public sector tends to be less flexible, innovative and efficient than the private sector. Although outsourcing is built on the understanding that it is a win-win business, its implementation comes with certain challenges in terms of its impact on public services.
This paper analyzes the challenges and risks associated with this process in Bulgaria through a combined theoretical and field survey approach. Key findings indicate that despite anticipated benefits in terms of efficiency and innovation, delegating functions poses significant risks including loss of accountability, limited institutional capacity, and potential for corrupt practices.
The study includes a survey of 60 public servants and experts assessing the impact of function transfer. The data from the study outline a complex profile of the process of outsourcing government functions and emphasize the need for a balanced approach between efficiency, transparency and accountability. The biggest risks identified in the study and supported by the international literature are: loss of accountability, increased corruption risk in fast/extraordinary procedures and insufficient institutional capacity for monitoring implementation.
Results highlight the need for a clear regulatory framework, enhanced control mechanisms and use of digital monitoring tools.
The discussion summarizes international practices and recommendations adapted to the Bulgarian context, emphasizing the balance between efficiency and public interest. The delegation of state functions in Bulgaria is in a transitional stage between a traditional administrative model and a modern governance based on partnerships. The biggest challenges remain related to control, accountability and coordination between institutions. However, the adoption of digital solutions and higher awareness of risks represent positive trends that can serve as a basis for future reforms. The outsourcing of state functions in Bulgaria needs to build stable frameworks: clear criteria for delegation, standardized contractual models, a centralized register of outsourcing contracts and increasing administrative capacity.
Conclusions outline key directions for improving management mechanisms and sustainable development of the public sector in line with European good governance principles. Outsourcing of government functions should be seen as a catalyst for change in the public sector and in the process of implementing it, it is necessary to think in the long term.
