THE ROLE AND IMPORTANCE OF CONTROL OVER PUBLIC ADMINISTRATION IN NORTH MACEDONIA

Public Administration in North Macedonia like in any other country has important role in implementing government policies and offering public services. Given the importance of the administration, it is indispensable to control its activity as a whole.
Control of Public Administration means monitoring and evaluating acts and activities of the administration to ensure that public administration is functioning properly in accordance with positive laws.
The purpose of control is to identify errors and deficiencies that may appear in the Public Administration's (hereinafter PA) work and to eliminate them.
Control plays a significant role in: ensuring good governance, legality, improving administrative efficiency, effectiveness and accountability in the public sector, preventing corruption and mismanagement, building citizens’ trust in state institutions which is essential for the functioning of a democracy…
North Macedonian positive legislation foresees internal and external control. Internal control is based on the principle of hierarchy, meaning that a higher administrative body oversee the legality of the acts of a lower administrative body within the administrative organisation. External control is carried out by specialised bodies such as: Parliament, Ministries, Inspections bodies, Courts, the Ombudsman, the Public Prosecutor, State Audit Office, etc.
There are several types of control over the administration, such as the following: political control, legal control, special control over the PA, financial control. Depending on the nature of the control being exercised, the authority responsible for conducting control is also designated.
This research examines the role and the importance of control over the work of PA in North Macedonia, it also evaluates how the types of control may contribute to transparency, efficiency, effectiveness and accountability of the public sector. Additionally, the study highlights the challenges and areas for improvement in the current system of PA control.
This paper offers recommendations for improving the quality and efficiency of the public administration to align it closely with European standards.
For the needs of this research, we use: descriptive comparative methods, analysis of legal provisions, scientific doctrines including: scientific research, dissertations, academic literature and official websites.
