BENEFITS FROM THE RETRENCHMENT PROCESS IN LINE WITH THE SOCIAL COMPONENT OF THE MACEDONIAN RAILWAY PROJECT – 10 YEARS LATER

Abstract

European integrations as a long-term continent globalization process has influence in organizing and
harmonizing the railway sector into compatible railway infrastructure with high-quality passenger and freight
transport, harmonized safety measures, valid licensing all over the European union through various technologically
advanced solutions.
The restructuring of the single national railway company into two new market-oriented companies, its adaptation to
the European legislation and planned changes in the long run, followed by the organizational labor restructuring puts
human resources in the category of vulnerable groups of citizens.
The aim of the paper is to identify the benefits related to the human capital achieved by implementing of the Social
Component to retrench the number of employees as a substantial part of the Railway Reform Project.
It will examine the differences in the status of human capital within the Macedonian railway sector over a period of
ten years i.e. between 2007 and 2021. Comparisons will be made between three main points: the Macedonian
Railways before the reform (the post-transition period), the two newly registered companies in 2007, and the current
situation according to the Business Plan of 2021.
Quantifying and comparing the main points will present an overview of the personnel fluctuations throughout this
period and provide an opportunity to draw a conclusion about the reform's outcome from the considered aspect.
