THE PLACE OF PUBLIC CONTROL

The need for control has been evident since the beginning of mankind's existence, but in the conditions of that time, control was necessary for the subordination of the individual to the requirements of the collective, or rather as the attitude of the collective to the behavior of the individual, as well as the obligation of individual members of society to observe certain and accepted rules for equal participation in the creation and consumption of material goods. At a later stage, with the emergence of the state, control was necessary and applicable as a management function and as a social attitude, manifested depending on the degree of development of the social environment. In recent years, control of society or public control has found more limited application, as well as less attention, compared to control as a management function in practice, but regardless of this, it is manifested in the critical attitude of society, or its individual members, to the behavior of state institutions, officials, to individual personal manifestations in the collectives of public organizations. Public control was perhaps better known and much more respected 35 years ago, although this type of control will find increasingly widespread application in various forms and mainly in the entry of citizens into government and the enhanced role of the public. The control by civil society and civil organizations over the work of the state shows the presence of democracy, which is expressed in the organized elections for members of parliament, Presidential and local elections, as well as in the various manifestations of strikes, rallies, etc. But here we must look more directly at the methods of the various rulers, party regimes, etc. who use and apply all sorts of methods and practices to oppose society and public control, by using so-called fake news to manipulate public opinion, adjustments to the actions of certain institutions and states, harnessing all media, the Internet, platforms, etc. There are many examples in this direction from the last 5 years, including the Covid crisis, the war in Ukraine, etc., with many questions emerging for which society wants answers about why so much money was spent under the guise of "fighting the infection, vaccines", etc., for "aid" for Ukraine, and many others, because in addition to the financial and economic crisis, the crisis in Bulgarian society is no less than the subsequent several consecutive parliamentary elections, the lack of a regular government, etc., which turns out to be unexpectedly deep and we do not realize it.
The latter is also based on the complete disinterest of a large part of society in the future governance and development of the country, based on a voter turnout of less than 30%, which continues to fall, given that elections are a major part of public control. Thus we accept a society fused with the negativism of the chalga, along with vulgar aesthetics and lack of intelligence, obvious shamelessness and cynicism, primal passions of primitivism everywhere, scandalizing with flaunting luxury and wealth, disregard and trampling on the laws, serving "our" people, etc.
