RULE OF LAW IN KOSOVO AND NORTH MACEDONIA: COMPARATIVE ASPECTS

The Western Balkan countries in general, and Kosovo and North Macedonia in particular, have made moderate progress in the rule of law in recent years, although they are encountering obstacles that highlight various challenges. Assessments by international organizations provide figures on the rule of law index for the countries that are subject to treatment. Looking at the latest assessments by the European Commission and other international authorities, clear conclusions are given for the appropriate actions that need to be taken in the future. Their progress is not the same, mainly due to the efficiency of other institutions and mechanisms for implementing the rule of law.
On their path towards the European Union (EU), these countries have pledged to commit to aligning with EU standards, while the purpose of this study is to measure progress in the rule of law. In particular, the progress of these two countries in the field of the rule of law will be analyzed, according to the assessments set out in the European Commission's Annual Progress Report for these countries during 2025. Through a comprehensive analysis, we will reach final conclusions and suggestions that can serve the broader academic community, policymakers, readers, and other interested parties.
