LOCAL GOVERNMENT IN THE REPUBLIC OF UZBEKISTAN – FEATURES AND PERSPECTIVES

The purpose of the research is to highlight the features of local self-government in the Republic of Uzbekistan and the powers of local government bodies and to make recommendations for its improvement. The administrative division of the country, the functions of the local government bodies appointed by the central administration and those of the local self-government elected by the citizens have been studied. The main research methods are document research and content analysis. The results of the research show that local self-government in Uzbekistan is undergoing development, being regulated in the country's Constitution and laws, but there are still shortcomings that are the result of the lack of sufficient historical experience, the lack of sufficiently trained personnel at the local level and the large financial centralization. A distinctive national model of local self-government was formed in the form of gatherings of the citizens of the village (kishlak, aul) and city quarters (mahals). Based on the prospects for the country's development, oriented towards the construction of a democratic society and the wide introduction of market relations, it is necessary to deepen efforts to form effective and capable local authorities, organically fitting into the socio-political landscape of Uzbekistan, based of the long-standing national traditions of the Uzbek people. Projecting the international experience in the development of local self-government and local government in Uzbekistan, it is necessary to understand that decentralization, the transfer of power to the local level, strengthening the influence and opportunities for local self-government bodies and local authorities should be combined with the formation of judiciary independent of the executive branch, strengthening the role of civil society organizations and developing local non-state, private media, both electronic and print. For this purpose, a new revision of the Law on Local Self-Government Bodies is necessary, ensuring a clear and transparent organization of the structure, tasks and functions of local self-government bodies, deepening the process of budget decentralization and improving the mechanisms for interaction between state bodies and non-governmental organizations. aimed at strengthening their participation in solving local problems.
