THE ROLE OF INSPECTION SUPERVISION IN THE WORK OF THE SPORT CLUBS OF THE CITY OF SKOPJE

Inspection supervision is carried out by applying written rules and regulations, adopted based on the law on the operation of state bodies and local self-government units. Inspection supervision is a matter of state administration, and the sector has autonomous action towards state bodies and local self-government bodies, aiming to preventive activity or imposing legal measures and safety in the work of entities under the supervision sector. The Department for Inspection Affairs in Sport aims to carry out inspection supervision, i.e., implementing the Law on Sport and the regulations adopted based on this law. The significance and application of the research in practice are of great importance since it points out the procedural aspects in the work of the sector for inspection supervision for sport on the one hand and the legal work of sport clubs on the other. Considering the strategic importance of the role of inspection supervision in the work of sports clubs and its contribution to the development of overall sport in the country, the research confirmed a developmental connection with the aim of a joint fight against corruption, support, and motivation for the education of appropriate sport personnel both in the management ranks and professional sport responsibility at all levels of club activities. According to the statements of 60 surveyed sport clubs (5 karate, 4 football, 1 dance, 5 chess, 5 athletics, 10 motorsports, 10 boxing, 10 motorcycling, 2 figure skating, 4 bowling, 3 archery and one Sports Union), an educational approach is needed by multiple stakeholders in the country and the acquisition of greater awareness, knowledge, competencies in the area of opportunities for cooperation, building trust and a framework for joint sports activities. The conclusions that emerged from the research are that the clubs support the work of the inspectorate, its preventive action and taking measures to prevent or eliminate the consequences on protected goods, rights or interests, as well as imposing inspection measures to eliminate the identified irregularities and deficiencies. In this regard, as recommendations, we expect tasks related to monitoring and determining the situation in the field of sports to be carried out, creating development strategies and other measures that act in shaping the state policy towards sports. Furthermore, initiating and taking measures by the Ministry of Sport, normative tasks from the scope of the inspection sector and maintaining a register of sports organizations. Every country is considered successful if the organization and actions of the bodies with public authorities are based on generally accepted essential principles such as efficiency, effectiveness and economy. Sport clubs included in the system with a decision to carry out sports activities represent the foundation for supervision by the sport inspectorate in the joint building of a quality sport system.
