APPLICATION OF OFFSET ARRANGEMENTS IN THE PROCUREMENT OF ARMAMENT AND MILITARY EQUIPMENT FOR THE ARMY OF THE REPUBLIC OF MACEDONIA

This research paper investigates the strategic application of offset arrangements in the procurement and modernization of armament and military equipment for the Army of the Republic of Macedonia (ARM), reflecting the latest global trends in military logistics as of February 2025. The primary purpose is to evaluate the potential of offset arrangements to enhance ARM’s operational capabilities while addressing the constraints of limited defense budgets, a challenge underscored by Macedonia’s NATO membership since 2020.
The methodology integrates a comprehensive 2012 study with contemporary data, including a comparative analysis of Macedonia’s defense policies (e.g., 2010 Defense Strategy, 2011-2020 Long-Term Plan), EU and NATO frameworks such as the EDA Code of Conduct on Offsets, and case studies from Slovenia, Croatia, Poland, Norway, India, and Canada. Data from 2020-2025, sourced from Transparency International, the European Defence Agency (EDA), and industry reports, enrich the analysis.
Results demonstrate that offset arrangements—classified as direct (e.g., co-production, technology licensing) and indirect (e.g., economic investments, barter) - have evolved into critical tools for military modernization, with a projected global market value of $371 billion for 2021-2025. For instance, India aims for 40% collaborative procurement by 2030, while Canada’s 2023 Industrial and Technological Benefits (ITB) policy prioritizes innovation and export growth. In Macedonia’s context, offsets could reduce financial burdens, facilitate technology transfers, and revitalize the domestic defense industry, despite persistent challenges. These challenges include the absence of a national legal framework, limited industrial capacity, and corruption risks highlighted in 2024 studies.
The research paper concludes that offsets are indispensable for aligning ARM with NATO’s smart defense initiatives, recommending the adoption of a robust legal framework by 2026, establishment of an interagency commission, and leveraging 2025 industry offers from companies like Lockheed Martin and Kongsberg. These steps would ensure economic benefits, technological advancement, and transparency in procurement processes.
