NEO-IDEALISM ASPECTS OF COMBATTIN BIOHAZARD RISK

Abstract

Today's international community has evolved significantly compared to the communities of our ancestors. They thought only at the level of the state and its sovereignty on its territory, but today we can talk about an international community and the integration of the state beyond its borders (the so called relative sovereignty). This interpretation is not aimed at military goals, but at the most advanced research and achievements, as well as in terms of overcoming biohazard dangers on a global scale. The purpose of this research is to prove that in the international community we can fight against biohazard dangers. Biological hazards are "microorganisms and other carriers of material of plant or animal origin that can cause negative health effects in humans". Through the tool of neo
idealism, which we aim to present in this paper, we can effectively fight against biohazard dangers. Content analysis was used in the research of several legal and international regulations that analyze this issue. The result of this research is that if the neo idealism tool were applied, we could say that this threat would be eradicated in the future. The historical development and the increasing threat of biological hazards pose a challenge to international diplomacy and demonstrate key political significance at the international level. The positive potential of international cooperation and united action in the fight against the threat of bioterrorism is of crucial importance for peace policies and better global health. If states would at least for a moment focus on good diplomacy that includes international organizations as direct actors and their networking, we can say that the third world would also benefit from this tool. Today, although it seems that the international community is at its highest evolutionary level, it can still be said that there is still work to be done. This would mean that international governmental organizations should work on their institutional setup in the sense of building stable institutions. Unfortunately, today many of them lack the courts that are the basis for ensuring the validity of international agreements on which international governmental organizations are based. Later, when linear or multilateral diplomacy is established at the level of one international organization with another, we will be able to say that the international community has achieved its perfection. Biohazards as a challenge are another issue on the basis of which the international community, thus positioned, could respond. However, this also means that the international community could deal with a number of other issues and challenges only when this tool begins to function in its full form. The results would be more than expected, and the international community would already be able to function in its most perfect form.
