THE DEGREE OF COMPATIBILITY OF THE STATE ADMINISTRATION OF THE REPUBLIC OF NORTH MACEDONIA WITH EUROPEAN ADMINISTRATIVE SYSTEMS

This paper analyzes the compatibility of the state administration of the Republic of North Macedonia with the administrative systems of European Union member states (European administrative systems). The analysis employs the dialectical method and the systems theory method.
The introduction provides a general overview of the compatibility between the Republic's state administration and European administrative systems, identifying this as a prerequisite for achieving a high degree of interoperability, both among them and with them.
The first section examines the compatibility of the organizational structure of the Republic of North Macedonia's state administration system which is fundamentally compatible with the organizational structures of the state administrative systems of EU member states.
The second section analyzes the material-technical compatibility of the Macedonian state administration with European administrative systems which is at the level of incompatibility.
A similar situation exists regarding the financial compatibility of our state administration with European administrative systems, which is analyzed in the paper's third section.
The analysis in the fourth section of the paper focuses on the personnel compatibility of the Macedonian state administration, which relies on a spoils system based on party affiliation, in contrast to the administrative systems of European Union member states, where administrative bodies are predominantly staffed on the base of merit system.
Finally, the fifth section is dedicated to analyzing the procedural compatibility of the Republic’s state administration system with European administrative systems.
The conclusion provides a brief, synthesized overview of the aforementioned types of compatibility between the Republic’s state administration and the administrative systems of the European Union, viewed as a prerequisite for interoperability with them.
