POLICE LEADERSHIP AND PROFESSIONAL EDUCATION AS KEY DETERMINANTS OF EFFECTIVE PUBLIC SECURITY: THE CASE OF NORTH MACEDONIA

This study addresses the central role of police leadership and professional education in strengthening the capacities of the Police of the Republic of North Macedonia (RNM), placing it within a comparative framework with small European countries such as Slovenia, Estonia, and Croatia. The methodological approach is analytical-comparative, relying on contemporary scholarly literature, institutional reports, and official statistical data.
The paper begins with an analysis of leadership models – traditional, transformational, and situational – highlighting the shortcomings of the current hierarchical model in RNM. The importance of continuous education and training is emphasized to foster a professional and ethical organizational culture. This includes modernizing the Police Academy, developing ethics modules, and creating mechanisms for citizen engagement.
Statistical analyses and comparative tables reveal structural and cultural challenges, including the lack of professional mentoring, meritocracy, and digital support. At the same time, opportunities for improvement through technological investments and collaboration with international institutions such as CEPOL and OSCE are explored.
The study provides concrete recommendations for transformation, including the adoption of modern leadership models, strengthening education and professional ethics, increasing transparency through community engagement, and building a sustainable training system. Ultimately, achieving a modern, transparent, and trusted police force requires a comprehensive approach, political will, and long-term investment in professional and ethical standards within the security system.
