Confronting modern security challenges and risks such as modern terrorism and organized crime are scourges of the 21st century that deserve serious attention. Dealing with the study of this modern and not at all harmless problem, I believe that the science of security, as well as other scientific disciplines, deals very little with the study of this phenomenon and that it is necessary to invest additional efforts, so that we can keep up with these modern security risks and threats. In the first part of the paper, we will deal with the concept of modern terrorism and the historical aspects of this science, where I will try to explain what all the risks and threats of modern terrorism are through the prism of history. Since the definition of terrorism is a problem, which is dealt with by a large number of authors both in our country and in the world, it is clear that even today we do not have a generally accepted definition of terrorism, which for practical reasons creates difficulties in the joint fight against this scourge. After trying to explain what is actually the problem when defining modern terrorism, we will try to explain, but also to explain the historical aspect of terrorism itself. Historically speaking, we will try to bring closer to those who deal with this topic, the beginnings of the very origin of terrorism, and the difference between similar synonyms such as terrorism and uprisings. After finishing the chapter on modern terrorism, we will move on to the next security risk, which is organized crime. In this part of the paper, we will deal with the conceptual explanation of organized crime as well as the historical development of this negative security phenomenon. In the next part of the paper, we will try to explain the way transnational criminal groups such as the Italian, Colombian, Japanese and Chinese mafias function and fight. In the final chapter, we will talk about the emerging forms of organized crime, such as drug trafficking, human trafficking, smuggling of migrants.
