This paper analyzes the involvement of organized crime in the intelligence and security services of Montenegro, with a particular focus on infiltration mechanisms, institutional weaknesses, and the international context. Using recent reports and relevant international sources, the study examines the extent to which criminal structures influence security institutions. Special attention is given to corruption, political influence, and information leakage. The findings suggest that despite ongoing reforms, significant challenges remain in strengthening institutional resilience. The paper concludes that improving institutional independence, international cooperation, and oversight mechanisms is essential for effectively combating organized crime
